The Chemical Facility Anti-Terrorism Standards require covered chemical facilities to prepare Security Vulnerability Assessments (SVAs), which identify facility security vulnerabilities, and to develop and implement Site Security Plans (SSPs), which include measures that satisfy identified risk-based performance standards.
The first step is to determine if you are covered by the rule, then register for a user ID and Password. Next, you will complete the "Top Screen" of the Chemical Security Assesment Tool (CSAT). The Top Screen in CSAT will allow DHS to place your facility in a tier classification. Tier placement will determine what additional information is required by DHS for approval. Most plants will be required to submit a Site Security Plan (SSP).
At this time, ammonia facilities affected by this rule include:
- Facilities that use or store 10,000 pounds or more of anhydrous ammonia
- Facilities that use or store 15,000 pounds or more of aqua ammonia solution (20% concentration or greater).
In order to establish a password for your facility, you will need simple information such as name, address, chemicals on site, etc. In addition you will also need the latitude and longitude of your facility, which can be found at www.mapquest.com or http://terraserver-usa.com/.
Initial CSAT Top-Screens are due within 60 calendar days of the effective date of a final "Appendix A: DHS Chemicals of Interest" or within 60 calendar days of coming into possession of any such Chemical of Interest at or above the STQ.
Failure to complete a CSAT Top-Screen within the timeframe provided may result in civil penalties, a Department of Homeland Security audit and inspection, or an order to cease operations.
